most probably, yes, because it`s also a romanian round. All the info from Sibiu Rally you cand find it on their official website, also in english, here:

There is a provisional start list already, very short though

Delecour will compete at Sibiu Rally and most of the top roumanian drivers will be here. Sibiu Rally is the only round which has coefficient 2 in the championship.
