As for just making the stages longer - it's not so easy to find rallyable roads or get permission to all of them. Once you drive more long stages, you start needing more remote refuels and stuff, which also adds up to the cost. A longer route would also need a longer recce and longer service intervals for the cars. More tyres, more spare parts.

Repairing costs, agree. Longer stages doesn´t automatically require more ambulances, firemen etz. However extending number of stages does...

In Finland a lot of local rallies have stages with lengths of 14.99 km or 29.99 km. Why? Because every 15 km they need to add a full medical/fire crew and have a cleared escape road.

Would you imagine FIA would have less demands for organizing a rally stage than a national non-championship event?

I think Italy also has something similar, but I think it's every 7km instead of 15km.

That's because you need for the same distance twice more time in Italy than in Finland

    Probably yes.
If you look where people can spectate. Finland national is more demanding.
If you look how many marshalls is standing in stages. Finland national is more demanding.

Maybe some other areas are much demanding in WRC events.

Are you comparing a national rally to Rally Finland or rallies like Argentina where the spectators can do whatever they want?
