I couldn,t see anything about a particular period in the article, it is written like the car will stay the same 'til they introduce a new top category, perhaps this is from the google translating robot, the specifics of PR statement from the chief or the journalist who crafted the article.

    About keeping the costs down, I see it as throwing dust in the eyes from FIA. If you need to build a reliable car, you must spend more money on extended tests before you issue the car. Also this cements the domination of the current manufacturers, because any new teams willing to build a competitive car from scratch are even more disadvantaged from not having an elaborated R&D crew with approximate collection of data from previous/similar cars.

    You didn't get the point. That is not to make it cheaper for development but for use by privateers. That has a logic because current system says that every erratum is mandatory for privateers in one year after it was homologated (if manufacturer didn't ask for longer period). In reality when factory decided to change something important because it could bring a fraction of s/km they did it. That's ok but the secondary effect was that all privateers had to buy the same new parts even if they didn't need them. The new R5 rules further decrease the number of jokers available through the "service life" of the car. That clearly says these cars are intended to be primarily used by privateers. Of course it makes the life of works teams a bit more difficult but it's same for all of them.
