Options are:
"Case 1: Cars homologated by FIA in Group A/N with two-wheel drive and for which no VRa5 is homologated at the time of the Rally5-Kit Variant request to ASN.
Case 2: Cars not homologated with the FIA but..."
At least for the Clio is clear, it cannot have a Rally5-kit because it is homologated and has a VRa5. I'm guessing the others having VRa4 are also problematic because any VRa4 also allows a VRa5.
I haven't looked too closely or cannot remember, what is the difference between these cars that they're not meeting... the already FIA homologated Rally5....? Whatever it is has to be down to reducing costs, surely?

Do FIA have any plans for the most successful rally carclass ever?
Will it keep on as now, without any tech changes?
Will it be changed to match as a level 2 class to the new Rally1 class?
What would you as competitor or a fan of rally, following the competitions on and offline?

Doubt there will be any plans on existing Rally2 made public until they work out what WRC2027 is. But that'll replace it as far as I can see. There's no sense in having two performance cars - excepting the higher-tunings that WRC-showbiz (current manufacturers) will have.
Eventually all special-stage rally cars will be spaceframe rallysport specials; and the FIA pyramid could be:
*Performance 4wd
*Entry 4wd
*Performance 2wd
*Entry 2wd

So what is the real connection of the new Lancia to the C3 Rally2 ? Does the Ypsilon road car share the same chassis, as it's a lot newer ?
There's also some talk that it's only a marketing ploy for Italy to sell there instead of Citroen's. This makes it a different thing altogether to a proper Lancia rally team comeback.

Ypsilon and new C3 are related platform-wise, but not the exact same. Ypsilon is CMP (like 208, Corsa, Mokka), C3 is SCP (like Frontera, Grande Panda).
Also the homologation end of the C3 R5 is nearing, and basically it has reached its potential. New C3 is built like a truck, so not really good basis for rallying. Also, Citroen had nothing in rallying anymore apart from the C3 R5, so I believe that this is also a "profile-cleaning" of some sort.
