I think you actually have to put a comment in with your rep for it to actually boost someone's rep.

Tbh I think rep is a good thing. If someone is constantly posting rubbish and being rude there is at least some kind of indicator and if someone is renowned for being helpful and friendly then their rep will reflect that as well
