Depends a lot on the stages. If dry and slowing uphill road, they can challenge Rally2 cars (see results Mont-Blanc 2020). For sure it's quicker than a Rally4 on any conditions.

Certainly studs needed. 4studs is safe, 2 studs will be better for other stages normally. Top drivers have mostly 2 studs ;)

A lot of (French) people are looking to go anyway... I think they will close the roads far from the stages. For sure they will not cancel stages for 1 or a few spectators. There will always be locals...

I think the problem is the time shedule. They stages are quite far away from Monaco. If they want to do 4 stages and have the powerstage at noon, they can't put more cars on the stages. Even Ice Note...

Exactly. Car has to be in parc ferme from saturday evening till the end of the rally to get classified. From P51 onwards you can't go on the stages but you will get a notional time on every stage....
