Studs hamper you for whole stage (+the clear parts of the other stages) whereas slicks are slower only on icy parts. Stages are not of equal distance either, so longer dry stage vs shorter icy...

All that is integral part of Monte Carlo Rally. Without those, it just wouldn't be the same.
