The FIAPRC website quotes the team, quoting the AP4 regulations in their press release. If your only call on it to be a 'hybrid' is that the jig in question wasn't one in NZ... -

Great video. What car is it? The engine sounds different and the cabin air intake is in the middle of the roof but smaller than the 2015 one.

The question is how much of a difference this non hybrid makes in terms of the rental. Even if it is some 10 % cheaper (doubt it is as much) it does not solve the current WRC issues, at all.
