I guess it depends whether the large scale protests continue. I've not seen anything to say people are specifically protesting the rally? Yet.
From the general teams and WRC PR machine you'd have no idea anything was happening.

why would they not allow an event that will act as a promotion for their region to run ??
Is is a way to show the world how much of a retarded bunch of lowlifes they are ? or something with a deeper meaning ???
There was a national speech from Spain’s king a few moments ago. He blamed Catalan authorities for the current crisis. It’s hard to predict what can come next, as the referendum was promoted by the Catalan authorities and got huge support from the Catalans. In this context, to believe that the rally can go on in a perfectly normal way seems quite optimistic. Anyway, fingers crossed for the rally and, above all, fingers crossed for Catalunya and its brave people.
Lucky there is no stage in barcelona this time.
I'm sort of hoping the WRC is insignificant enough to slip under the radar.
As you can see just from the recce, it won`t or hasn`t.
This will be my first and last post on the non-rally situation:
Both sides are acting like they are playing a game of chicken with cars... and none turns the wheel or brakes.
Also following trough on the Catalunyan demands, lets say they would have declared independence 48hours after the referendum as they claimed they would. That would work out just fine right... immediately changing citizenship of all the millions of people, some against their will, immediately leaving EU and introducing border controls (joining EU would take time). Immediately getting to pay salaries, retirement pay etc for everyone and so forth. Really just a political game of chicken.
Surely rally catalunya is an event that the catalonian people are proud of and benefits them financially. I predict maybe some disruption but think majority of locals will be onside with the event. I hope this is the case for the organisers, competitors and fans.
