this + "By implementing innovative solutions the rally will be made even more convenient and safe for the spectators to watch from the spectator areas." makes me slightly worried how much will the rally be suitable for "oldschool" rally fans who prefer going deep into forest instead of staying in designated spectator areas.
15000 spectators is a piece of cake and today designated areas are the worst solution for my opinion. I think it will be something else and for sure for 15000 spectators there's room to share everywhere.
But I do get your concern as I am one of those oldschool rally fans.

Doe's there any chanse that per stage they gonna allow more peoples than 15 000 I think many fan's from all europ wuold like to came and see wrc, and if rally pass is on the limit it's meen that price gonna be over 100 euro ?

As the rumours started to spread this massive booking of accomodation started so you have no chances of getting accomodation close to rally. I would suggest to look for as far away as Vőru (some 75 km to Tartu) and Viljandi (approx 75 kms)

Yesterday evening I checked 4-6th september on Airbnb and there were still apartments available in Tartu with reasonable prices.
I checked accommodation as soon as the news came. Momentarily the whole South of Estonia was basically sold out in Booking.
Lucky me, I have a summer house in the area.
