Yup. Seems like it. FIA wants certain stuff. "We will swap stages that doesn't have an arena, or anything of big value to us". "We need to find new forest stages to use, mainly on the Friday but also Saturday and Sunday"
Too bad really, as the Norwegian stages have been among the best in Sweden, both technically and condition-wise. But there are traditional rally stages, and not "arena stages".

Torsby, Hagfors and Likenäs have an ”arena”
The part before the finish of Svullrya is packed with people, also has big parking possibilities etc, could be considered an arena. Next to that they could bring back Kirkenaer, which was a real arena-stage and actually not boring at all. :)
WRC Promoter is really about to fall into all the same traps from the early 2000s aren't they...?
Calm down. In rally sweden just the bigger spectator places like Colins Crest Arena, Torsby Arena or the finish of Hagfors stage at the old ski slope etc. are called Arena.
For sure they want to keep this places. No one is talking about full arena stages - dont make anything up from nothing.
After some years with nearly identical itinerary, some change for 2020 is very positive.
Giving up classic events in pursuit of new money, auctioning events around the world and bloating the calendar instead of focusing on the things that actually make the sport iconic. Thinking they were bigger than Monte Carlo being the epitome of it. But wrong thread, I'm looking forward to Sweden this year and hopefully for many more.
But yes, rally ending super specials were awful too.
Like tc10a says, it's not a whole stage, in an arena. It's what they call a stage with an arena.

So they would have to swap all Norwegian stages on Friday (so keep Torsby, that's it), swap Rämmen on Saturday and Likenäs on Sunday.
Though I do agree with tommeke the end of Svullrya can be considered an arena (and the spot I've been at for the last years are getting fuller and fuller!)
