I'm talking about guys like Østberg and Henning Solberg, maybe even Bertelli and Kremer, and also we must count Suninen into this category from 2017.
And since you're counting in 2016 WRC's, you must remember we had WRC Trophy last year with at least one car in almost every rally. Last year Corsica had two private hobbyist WRC's.

Making use of one of its homologation jokers, the team will release an upgrade to the car's rear axle that engineers at the team's Satory headquarters say will improve performance across a wider range of conditions.
"The team works tirelessly every day to improve and refine our C3 WRC a little bit more," Citroën Racing boss Pierre Budar explained.
"The new rear axle geometry introduced for this rally aims to provide even more consistent handling, regardless of changes in the road surface and therefore generate greater confidence for the drivers."

It might be that while Citroen is making the car more allround (ref. Breen in Sweden) Ford and Toyota are beating it in terms of pure speed (ref. Meeke in Corsica). I don't mention Hyundai as their performance so far this year is very inconsistent.

Evo engine on the i20WRC from Rally Argentina
Just like Citroën Racing with the chassis of the C3WRC, Hyundai Motorsport will burn a joker from the WRC Argentina rally with the approval of an engine evolution (distribution system) of its i20WRC.
Thierry Neuville, suffering from engine problems at the very end of the Tour de Corse rally, will take advantage of this improvement to try to counter the dominance of the M-Sport / Ogier package at the start of the season, which has three wins in four rallies. Andreas Mikkelsen and Dani Sordo will also be eligible for these new performances, but it will be until next month for Hayden Paddon (absent from Sweden) to find the tub of the i20WRC where the Korean team will line up four cars on this rally.
