Looks to be pretty wet, especially Friday.
How's New Zealand gravel when wet?
Usually there less disadvantage to the early front runners when the roads are wet as a generalisation. Though sweeping on the first day would be expected. ( Remember the last day 2001, Burns losing time to McRae by being first on the road, McRae second on the road following in Burns' wheel tracks, though quicker could not make up the time difference)
The size of the cuts the WRC cars take, it could be expected that mud/ dirt could be put on the roads.
If the NZ cars run behind WRC cars and stack the gravel in the different 'slow car' lines, second passes could be difficult for early running wrc cars.
I would not be surprised if the NZ championship cars are limited to a single pass on some stages so the roads are not damaged excessively. The recce if wet could churn roads.

Look for Hamilton or Te Akau forecasts for Friday stages
For late Thursday and Fridays forecast suggest you search for Raglan Airfield as that will give you the best central location for Fridays weather conditions
