In the past Hyundai has not worked will in Finland, but maybe they've gotten closer with good pace in Estonia both years (and maybe promises of pace in Finland 2019). In that sense, I would say Tänak will be the fastest one, with Kalle the next one. Then behind them Breen and Lappi, with Evans, Ogier and Neuville a bit behind them. The only question is if Tänak will get to the finish without problems.
0 podiums in 6 starts is indeed telling.
However in 2017 Paddon certainly had podium speed and they have 2x 4th with Paddon in 2018 and Mikkelsen in 2019, both times they would have podium if Citroen wasn't there.
So purely based on Citroen not being present they should get podium this year.
There was some talk about the car not being suited for negative camber of Finnish roads. But the narrower roads used last years maybe doesn't have so negative effect.
Anyway the big question is the weather. if it rains properly anything can happen.
