New Toyota wing tested in Greece

This is the wing used in Germany. Don't see any changes since then and nothing in common with the "secret" wing they tested in Finland.
Is this a picture from the test in Greece that was before Germany?

How sure are you that this pic is not from pre-Germany testing?
Why would they first test a much smaller wing with massive changes in Finland and then go back to Greece with same wing?

I notice in the link above that they are not using the electro-hydraulic system generally used on the rally stages. I can't even see the gear paddle behind the steering wheel. Anyone know the reason for this?
Cost savings?
Paddle is obviously there in place. I can see two reasons - paddle shifting system was broken and they continued driving with manual shifting or they were testing/checking backup system, as sometimes you need to do it. For sure it was not cost saving, you can see he needed to use clutch as cut-off system is not working without paddle, so for sure it was worse for gearbox internals/clutch than fully functioning paddle.
That was not a test but codrives for journalists in Ford Performance Drive days. Next day with Pontus paddle shift worked fine again.
