Since 2006 or 2007 crews are being disqualified for driving on three wheels on public roads at least in WRC it happened quite many times. It's too visible and there were problems with that with local police in the past. Lights are quite a small problem in the daylight so I guess nobody really cares.

True, but I used it only as an example of technically road-illegal condition of a car. So I guess same would apply to worn-out tyres too, eh?

I understand and agree. I just said that such rule theoretically exists and its violation may be punished if somebody complains not that it's generally checked and punished all the time.
