Technically I think You must have minimum thread depth also on gravel tyre when You are driving on public road section. I'm not sure how it is in case of gravel events but for asphalt there is definitely the requirement for minimum depth coming from public road rules (but that's more a question of accidental police check or something). Also the single-pattern asphalt tyres used in WRC (and since Tour de Corse probably also in ERC) are road legal, they have road homologation.

Technically, you also must have for example all wheels on and working headlights but how often rally cars have forayed on public traffic with less than four wheels or crashed fronts?
