For instance Latvala with Stobart-Focus was almost match to Hirvonen and Duval in Corcica despite being traditionally slower than Hirvonen on tarmac. Likewise Duval didin't get any faster in any noticeable way between Germany (Stobart-team) and Spain (official team). Also last year in NZ Grönholm had offer to M2 team and he said that only reason of declining was too fast timetable. Otherwise, according to Grönholm, there is no any significant difference between M2 car and M1 car.
Also lesser amount of testing is not inevitably effective factor for top-notch drivers. The very top-drivers like Marcus and Petter have always been at their pace from the first stage in the new car with little testing. Petter will get enough km's.
After all I am very happy for Petter if he is driving M2 car next year.
