according to a discussion on a fb italian rally page, clues were raised by Alessandro Bosca and famous co-driver Gigi Pirollo
Bosca wrote that he was behind Rossi and in a straight he smoked him in the extent of 20mt
The comment of Pirollo was insightful: he explained that the car and the engine are prepared only to race the km of Rally di Monza, instead his car driven by Capello was with "standard" engine. So a very very health engine but still "regular", it wil not last a wrc event but this rally show yes

Dimviii may correct me but I don't buy this story for two points.
1) To have significantly better acceleration which is clearly visible You need really big difference in power or the shape of the power curve. Last week I was on a circuit stage where cars accelerated on a straight from 2nd gear chicane. Fabia WRC made cca 20-30 meters advantage on 200 meters long straight over gr.N Impreza. Don't forget that a lot of that difference is due to higher exit speed from the chicane and faster gear changes, not only due to more powerful engine.
2) You can not tune restricted engine with limited turbo boost to have for example 30 Hp more by sacrificing some reliability. That is possible with engine where reliability is the primary power limitation such as Moto GP or Fomula 1 engines but not with something which complies with WRC regulations. At least I don't believe it is possible. Same goes to a completely different sound.
Honestly I haven't followed the previous discussion and therefore I don't want to judge Rossi's car in any way. What I wanted to say is that the explanation above sounds very unlikely to me.
Mirek is right,in an engine with restrictor you cant produce significant extra power so he can ''smoke'' the other car as said .
All these inside regulations of course.The only gain can be is from ''leaner'' programm at ecu.We are talking about 5-10 bhp (best scenario because car is already ''pushed'' near limits) and these 10 bhp cant ''smoke'' of course any car.These 10 bhp can risk the engine.
Outside regulations with other fuels,bigger restrictors of course it is possible.
About Rossi/Monza, I can say that those suspicions about Rossi's car being different from the others are years old, every year is the same story. What was different this year is that in Rossi's team there were also 2 amateur drivers (so with other 2 supposely extra-tuned Fiestas), which performed MUCH better than what could have been expected from them. This is why, other than Kubica's comments, this year suspicions increased and this whole thing got even "international".
As we have seen Rossi's car was Hirvonen's car. Probably again prepared by MSport, a full spec "factory" Fiesta WRC with probably MSport engineers who tuned it perfect for a circuit, because Rossi brings alot of money with Monster, Oakley etc. His car against a private WRC with less budget, older engine etc. Will make a bit of difference in speed but besides that I think the thoughts about cheating are not right.

The key is that Rossi's Fiesta sound on Monza is diffrent to M-Sport cars in WRC. It's much louder and clearly rocketing from start much stronger. If Kubica between words given some thing to understand about it I think he has much more knowledge to say about that. He tested many WRC cars, and Fiesta WRC cars aswell so he knows how this Fiesta should behave
Monza is a clown show... why you care what cars are being used ? and does it matter ?
I can see from the video that it was very wet. Even with 100 hp more, you cannot see the difference by eye on such a conitions. Tyres are the main players there. Just a slightly different compound or texture can give so much extra acceleration/traction that you are able to see it by eye.
Hannes don't tell me You can't see a difference in acceleration of gr.N car and WRC on wet asphalt. If so You need glasses ;)
Just by removing silencer in the exhaust you're making sound of the WRC car completely different. No change in performance. But usually when car is louder/sounds more aggressive people think/have feeling that car is faster.
And like we already know MSport has installed silencers in their rallycars, what I find a pity.. So that could explain it all like br21 says, I already thought that too.
