Yes, Ogier won IRC Monte Carlo 2009 although he wasn't fastest but had no problems. He was doing times around 4th in stage (except his home stage which he won).

Edit: I'm veeery slow, the slowest of all :D

I think the J-WRC in 2008 was more like a bicycling race than the Monte Carlo rally...
