There is no official power numbers about '16 restricted 911's, but RFEA aim was to put 3.8 models (based in 2010 cup cars) close to 400hp with the 41.2mm restrictor. It seems they've done it, as most of former 911's drivers claim a loss of 50 to 60 hp (the previous power estimation was a bit over 450hp).
But the major complain doesn't came from max power loss but the way restrictor use affects power delivery, making the car less effective and more difficult to drive. Comparing Burgo's and Cruz's fastest times on the 2 Canarias rounds, it's clear that '16 restricted car looses more than 1s/km.
3.6 models (based in 2008 cup cars) also got a 40.8mm restrictor, and even if max power came closer to 2010 cars and they weight 20kg less (1250/1270), their chassis was always considered less efficient.
