It's caused by a lack of fresh outside air fed to the windscreen & the lack somewhere to let the damp inside air out.
Condensation on any surface is caused by the temperature of that surface being below the dew-point of the air in contact with it. Dew point is nothing to do with the temperature of the air, it's entirely due to the partial pressure of the water vapour in the air. The air inside the car has a higher dew-point than the outside air because there are two people breathing and sweating inside. All you need to do is to keep replacing the inside air with outside air
