Exactly! I will add that the role of 000, 00 and 0 cars are all different and their start times should show that. The only advantage of using a modified car as 00, is that it then could quickly be substituted as 0 car, if the 0 crashes or breaks down (it has happened!).

depends if citroen can dial in their setup... otherwise meeke could still get at least 3rd if Evans and Tanak don't have a problem.
Here in CZ we have never ever had an issue that a competitive car would catch the zero car despite them being stock cars (AFAIK the ASN has to grant an exception to allow use of a modified car with a rollcage as a zero car, normally it's not allowed). Far majority of our events uses zero cars of a team of professional safety car drivers who use civil vehicles (Octavia and Fabia RS). These guys have been doing their job for more than ten years without any issue with incoming competitive cars. Currently the longest stages are around 25-30 km long, in the past we have had a stage of more than 40 km as well.
It's all about the organization. If they can't coordinate the zero cars than they are incompetent for their job.
