Maybe yes, maybe no. The conditions aren't always comparable even when they look like they are. New tarmac somewhere, little different temperature and humidity, even different timetable makes difference because there is different tyre wear between service. There are too many factors...
Yes, the times were slower this year but that proves nothing. My point is: Skoda is completely ruling the IRC. Is it wise to say all the others are favourites and Skoda isn't? Ok Kopecky and Hanninen are in Madeira for the first time but Loix isn't... And they have the Facelift Fabias... The normal Fabia was better than the 207's already!

Some stages this year are different. I believe the surface of some stages are not so good like last year after the storm, i think.
