If someone is posting rubbish, they should be warned by a PM from that forum's moderator.
If that person persists in posting "rubbish", then disciplinary action should be enforced.

But don't forget that one man's trash can be another man's treasure.
It has to be left-up to the moderator as to what is "rubbish" & what is sparking useful conversation.

One member may not like the topic of conversation but that doesn't make it "rubbish".
A member needs to avoid any thread that he/she finds offensive.
Report the post/thread to a moderator & let them decide if the post/thread has merit.

I was only saying a post count rating system was better than a reputation rating system.

So true. I still think it was a good idea for people to get positive feedback for posting something good and so on.

But your comments about people being equal make me see it in a different light. I would have for the forum to become a place where there's a pecking order of sorts where people are afraid to speak out against the people with lots of rep. That would be a pity because we are all fairly equal these days :)

It seems the "blooming green things" have disappeared, but the rep system still works. I like that. It'd be neat to see who left positive comments, though.
