If the rules stand, and the FIA impose a £40m budget cap next year Williams will be right on top. Everyone else will need to scale down and won't be able to spend their way out of trouble like McLaren and Ferrari are doing this year. Therefore they'd logically sign up to show support.
Doubt we are getting a budget cap next year though.
