According to a German forum one of the 3 specatators suffered a broken leg, the other two nothing serious.

La spéciale N°16 (Moulinet-La Bollène Vésubie) de la 81e édition du rallye Monte-Carlo, qui s'achève samedi soir, a été neutralisée par les organisateurs après la chute de deux spectateurs.
Les deux victimes ont été localisées, la nature de leurs blessures étaient légères. L'un d'entre-eux souffriraient d'un petit trauma. Les secours sont sur place.
Cet accident n'a pas de lien direct avec la course, et n'a en tout cas pas été provoqué par une sortie de route d'un équipage.
Il ne devrait pas y avoir de répercussion sur le déroulement final de la course."

It were 2 spectators and they were not seriously injured... Good. :) They also mention it has nothing to do directly with the rally.
