He had a good pace last year at Sanremo, so I guess he would be able to fight for top 5 finish

Searching for 2013 FIA European Rally Cup, I found this. It says:

o- Coef 20 races: 1000 Miglia, Bosphorus, Bulgaria, Madeira, Príncipe de Asturias. All 5 results will count.
o- Coef 10 races: Sliven, Yalta, Islas Canarias, Saturnus, Serbia, Bohemia. Up to 4 out of 6 results will count.
o- Up to 12 results of the 20 races will count.

Of the 11 high coefficient rallies, six were 2012 IRC or ERC races (Yalta, Sliven, 1000 Milgia, Bosphorus, Bulgaria and Madeira), whereas Príncipe de Asturias and Islas Canarias are also well known. Wasn't it easier to run a European Rally Cup with these 11 high coefficient races?

Targa Florio, Cote d'Azur, Elpa are missing. :(

Another option could be to create three strong FIA European Rally Cups:

o- FIA West European Rally Cup: Corse, Ypres, San Marino, Sanremo, 1000 Miglia, Madeira, Asturias, Canarias.
o- FIA Central European Rally Cup: Jänner, Zlín, Valais, Croatia, Poland, Bohemia, Saturnus, Presov.
o- FIA East European Rally Cup: Romania, Bosphorus, Bulgaria, Sliven, Serbia, Yalta.

There were European Rally Cups in last year, but nobody was interested in it...

there was some interests in Central and Eastern Europe ...
