No, they are not. I can see at least Baumschlager and Marczyk on the photos and those are not mentioned in the article. Several others I can't recognize.
...at least: Marczyk, Andolfi, Loubet, Burri, Wevers, Roché, Bedoret, Kresta, Monteiro...and of course Rovanperä ;)
Pantealex states Rally Finland will see 4 new Mk8 Fiesta R5's - Bergkvist, Greensmith and Katsuta confirmed but one more is coming.

After having registered numerous fires in different units of the Polo GTi R5, Volkswagen Motorsport reacted with a series of technical improvements, which are now finally available to all customers.
To validate these changes, the German manufacturer's staff traveled 650 km by land to the south of France, where Pontus Tidemand rehearsed at the wheel of a Polo R5. Unlike the first development tests of 2018, in which fuel was used by the firm Panta, this time, the Volkswagen was provided with the same Total fuel that is usually used in the WRC.
It should be recalled that Volkswagen had recognized that the change of fuel had stripped a design problem on its Polo GTi R5, which ended up causing the fires.
In the past Rally of Sardinia, Ole Christian Veiby was the only one who competed with a Volkswagen Polo R5 and was also the only one who could have the modifications to avoid fires. Despite the very high temperatures of this rally, the Norwegian could reach the end of the event, which was the end point for the validation phase of these new improvements in the fuel system.
This update, as Volkswagen announced a few days after the Rally of Portugal, includes a fuel tank booster, changes in the cell's ventilation and greater insulation in the exhaust system assembly, so it stays farther from the tank .
This improvement has been made available to customers free of charge. The Polo R5 already delivered previously will be modified very soon, while the units that were sold recently, have already brought the update included.
This weekend, there will be up to nine units of the Polo GTi R5 that will have these new developments. Five of them will be in Belgium for the Ypres Rally and the remaining four will be in Poland for the European Rally Championship (ERC).
