So they could still wait an hour or two for an improvement in the weather and have a race then.

SC was the right call, looking with hindsight. Race starts in 10 minutes.
If they are able to race in that break in the weather, the real question is if they can put enough laps in before the next band of rain comes. A shortened race means partial points, which makes Abu Dhabi the most important race of the season.
