Article 28.1 of the 2023 FIA Regional Rally Sporting Regulations states that:
so if he has an Italian licence then he has to show an Italian flag. That rule applies at all levels except for world championship events where the flag is that of the competitor's passport.Quote:

as well as the national flags of the country of the ASN from
which they have obtained their licences, must appear on the
rear side window on both sides of the car, adjacent to the
competition number.
In the past also Luca Rossetti had the turkish flag instead of italian’s one
