I'm kinda confused. It says they have given everyone ideal time on their time card at 8a, which is service in, so not unusual.
Then how could they have given a penalty in the first place? The only thing that matters is the time card, so if that has the right time on it there is no base for a penalty.
It seems they have been hasty giving penalty's and overshot themself.

Rallye Elba was held in Italy during the weekend. Good old Luca Pedersoli was first. Good old Luca Rossetti was second :)
