You're getting things mixed up. Gaza has no walls around it. The 'wall' is in the west bank which is ruled by Fatah, not Hamas. Their area has been fairly peaceful for the last few years, and they are prospering economically as a result. Their police force collaborates with the IDF and it's relatively quiet, especially compared to Gaza. The difference is that they are willing to compromise in order to coexist while Hamas isn't. By the way Hamas massacred members of Fatah in Gaza a few years ago.
