If this kind of unpredictable "summer showers" weather type stays during there rally it might be quite a lottery. We have seen this in Germany many times

Does this event have a ceremonial start? I haven't seen it on any itinerary so far.
Also, I've heard the service area is completely off-limits to spectators? Like, how close can you get?

No
Seems like it's not only non-priority shakedown. P2, P3 and P4 could use it. Apart from McErlean also Sesks had some problems.

I think driving this morning is limited because of the schedule, so essentially they moved what's normally the last two hours of shakedown into yesterday? WRC2, WRC3 and JWRC were allowed yesterday but I believe they must make one run this morning and it compromises their tyres. Non-priority drivers are then not allowed today.

- Ogier said in press conf and Rovanperä commented to Finnish media that they had a very unrepresentative test road in France. It was too fast and there were no cuts to practice. They will need the morning shakedown for setup changes. Meanwhile Evans and Katsuta got a good test. Rovanperä said he has driven so little on the Pirelli tarmac tyres that he needs time to learn that.
- Suninen said elsewhere that the organizers made recce videos only from the Spa stages, so he had to rely on Youtube to practice.

ewrc-result shows the times. Neuville fastest so far. Average speed 129.89 km/h. This is one of the fastest stages of the weekend.
