Excuse my naivety. It just doesn't seem like many for a World Championship event of any kind. Even though it's a fantastic event, i fear that the WRC wants to seek bigger markets and exposure.

Take Saudi Arabia for example, they just had to hand over bags of cash, and have no current native drivers in rally 1 or 2 cars, but the manufacturers probably love it because there are lots of wealth people in SA.
The numbers for Rally Estonia are not bad. This year it had 53511 visitors and Rally Finland had 81000 visitors.

The number of visits was a bit below 200k for Rally Estonia.
