Yes, but the R5 would be once again a little bit simple and much cheaper to develop, but of course the best teams and drivers would make the difference...

I am not quite sure if you actually understand motorsport. The Loeb's, The Schumacher's, The Rossi's etc. will always dominate nomatter what you do with the series. The WRC is fine as it is. You just want to keep changing the rule because you don't like the winner.

Isn't R5 supposed to be cheaper alternative to S2000, not something like "Formula Ford" for WRC
