In this case the rally will take under 2 hours but with more stages missing.

SS2 will restart acc. to official WRC Twitter

Has this to do with the hybrid parts, that they stop the stage?

Re-starting stage means they have to come up with notional time for Neuville, Greensmith and Katsuta and we won't know actual standings for some time.
