As far as I remember Prokop said that there is very little difference between his car and those of works team. In his interviews he usually praises M-Sport for perfect cooperation. Of course the works cars are always a little bit ahead, that's natural but I don't think he uses that as an excuse. I do remember he was complaining about other stuff - for example that the proper WRC tyres are not always available for privateers to test with. The biggest problem for him used to be Monte Carlo where was given different tyres only before shakedown without having a chance to test them before.
to be fair Prokop never really complains about anything, he is just there for the fun and the catering i guess.
But Kubicas followers are going to have a party this year so they warm up pre-season...
