Of course the tires make a big difference. Especially when the body and everything of the car is built knowing the tires the car will be running with.

Why Subaru did remove almost 30 kg to his new Impreza 07? Just to help the car fit with new tires. Which I expect C4 doing next year on the crap tires.

Didn't you remember time when loeb said that : "....only the tires did help me to win this rally, nothing else..."

And he is the best in WRC in chosing proper tires for his rally.

Hard to see tyres as decisive factor. Afterall Marcus and Petter are both on Michelin also. Altough it could be possible that Bf Goodrich has done tyre developepemt according to how Citroen C4 likes.

Afterall I expect more to see Petter with proper car. If Subaru decodes PSA's mysterious engine/acceleration advantage with their new model (they have had all time and reason to do it) they could be stronger challenge to Loeb than Ford. Ford looses much in acceleration and Subaru even more due to Boxer-engine.
