Muggle, that is correct for official rookies, but look at my question again. The driver I am looking for was not an official rookie although he had only started 4 Nascar races prior to his first full season.

Dick Hutcherson in 1965 with 9 victories and a second place points finish. but according to Nascar's rules at that time he was ineligible due to being the previous season's IMCA champion. champions from rival series were deemed ineligible for ROTY in those days.
