Fastest time on the shakedown first pass last year was 2:57.6. Currently the fastest time is 3:00.0

Maybe it's been discussed before or elsewhere, but this engine development by Toyota and also Hyundai which each has announced here - wasn't the development of the 1.6 WRC engines supposed to be frozen at the end of 2021 ?
