Monte Carlo is a lottery, You never know there. I was there four times and never in those editions the fastest driver won. If the weather is stable than it's a lot easier but if it starts to change in the mountains it becomes a lot about luck.

Last year i was at it and Breen was absolutely brutal - way down in speed ....but yet he finished 2nd in WRC 2 as he others in front fell off -some result !!! what about the first year Ogier won??? - sure the rest fell off in front of him aswell - so anything can happen

SS13 - Sisteron, 36.6kms long, there is 11 kms of snow spread through the stage with the final few kms been dry.

Depending on height temperatures should be around -5 to +5 and we might get more snow on Friday/Saturday.

Ogier's first victory was a classic example of winning by luck or a bad luck of others. He wasn't fastest at all. Actually he won only one stage. He even had two offs but others had even more problems.
He was 1:32 down to Hänninen when he had puncture. Third day started with an overnight snowstorm. First drivers were making a way through a deep snow for others and some crashed (I was on that stage). Accidentally it was a stage where Ogier was born and he won it. He got to first place. In the rest of the rally he was able to keep the position despite Sarrazin being another 1,5 minutes faster in the rest of the event (Sarrazin lost 4 minutes with an off on another place where we were).

No snow up there of note and he gives a bit of a weather forecast.
And don't forget Hanninen, who was by far the fastest in 2011; but 1 bad tyre choice on the 2nd day cost him the event - and conversely Bouffier made the right choice and won.
You are right of course, there is no such thing as luck in winning Monte Carlo but a matter of Intelligence from all team members : set up, tires, weather, pace notes, throttle, consistency.
What happened to Bouffier, Hirvonen, Grönholm, Ogier was a better odds management.
the top teams are not gambling, so between them there's never a real lottery. they just take tires for the most likely situation.
but some driver further behind might take a risk and gamble on changing weather, and if his gamble works out, he can win a huge amount of time.
The problem with Monte is to say what is gamble and what is the most likely situation? In 2011 only two top drivers took studs for the infamous snowfall and one of them thanks to that won the rally without winning a single stage (Bouffier). Did he gamble or did all the others? Who decides? :)
