He's on the entry list, #53. Only R3 on there though, so might be a bit pointless (or can he still claim WRC2 points?). Pity he can't swap for one of their S2000s for this one.
He will take 25 WRC3 points if he don´t retair, because he is only competitor in WRC3 (shame because R2 and R1 are also allowed in WRC3)
Next JWRC race will be Portugal
There is no rule that says he has to drive WRC3 and JWRC in same races, I think rule says 6 first starts in both series.

I belive that he wants to know if the car lasts before starting to drive in WRC2. Engine failed in Arctic rally and maybe he wants to get some milage with the car before starting to collect points.

Skoda for sure integrates "private" drivers like Loix, Baumschlager and Kremer in their plans, so maybe we should consider BRR (Baumschlager, Kremer) as a semi works team to some extent.
The article writes about Kreim doing WRC2 while the official statement was that he would do only DRM. Also the activity of Kremer is private not factory one.

Baumschlager is testing Fabia R5, but Kremer is just his customer. And not the only one customer. I presume Lategan will do also few rounds in WRC 2 with fabia R5 (just my personal bet) but he has also nothing in common with Skoda Motorsport.

Well that's an interesting piece of information. From Lappi's point of view it is an obvious step forward after winning ERC title. The article goes a little bit further and suggests Lappi taking Mikkelsen place in third VW car after Mikkelsen probable move to Toyota. And one thing I didn't understand, probably because of poor google translation. What it's saying about factory team? Is it about Skoda being one in WRC2 or other plans?

I just thought that the sentence from rallye-magazin article:

could mean something more. Maybe some kind of WRC commitment from Skoda.
