No, restrict the Cup stars to 15 or 20 spots, and that will leave 23 sport or 28 spots for full time Busch guys. If JPM needs seat time to suppliment his Cup time, then he should have ran Busch in the first place. This is just allowing Cup teams to get guys sooner in their Cup Rides, and then grooming them by pulling double duty every weekend. Doing this has driven veterans out of rides in Cup, while the young guys make their mistakes in Cup.....
It is all out of whack, but I am not sure things will change. I do know why NASCAR wants the full stands on Saturdays as well as Sunday, but it has hurt the development of some of the drivers....
I don't see how you can restrict how many Cup drivers can start in NBS. You could make a rule that dictates once you've started in 7 Cup races in a season, you can only start in 7 Busch races, and vice versa.
The CTS was the senior tour, now it's where you go to get into the Busch Series spots not already taken by Cup drivers.
