Indeed.

All the talk of cost saving is very welcome but no one is making the teams spend the amiunts they do in the first place. Its pure natrually competitive behaviour. If you limit one thing they'll just spend the money elsewhere. Look at F1, ban / limit the circuit testing and what do they do? Spend millions on wind tunnel tesing instead.
