Throughout the history of the WRC there have been others just like Nobre, and that in some way is the beauty of the sport, there is a mixture of talent and wealth levels. If you make the championship open only to those who are in the elite driving skill group who have the financial backing also, there would be about 6 drivers involved.
Yes I'd love to see 20 quaility drivers in an array of cars, but that's not going to happen and the reality is that plenty of people have lots of money, but not many with the ability to pass the 'N.O.T. WRC Entry Test', so to find someone with both is going to be extremely rare.
