of course you need variety but if you go to a rally and 7 out of 10 places you visit are based on the scenery rather than the action offered then you simply should just go to grand canyon/lake tahoe and taj mahal and some weddings instead of a rally....
pictures from pros nowadays are more appropriate to be used by the countrys tourism ministry to promote the country rather than the rally...
for example take a look at the spots Martinjns,kksf,bunnings capture the footage and pictures, they are 1000 gazzilion times better than those of some pros (some are still really really good)... the aforementioned guys are true hardcore rally spectators who know what rallying is about thats why their footage are amazing, they do research of each stage they visit and it shows rather than following the organisers instructions, they know how a car is going to behave on each spot, if you let a pro photographer choose a spot he will probably choose a handbrake hairpin because their perception of the sport is really really poor and it is very sad if you take into account the amount of events they have been into, and then you have them complain about the photographers that offer their photos for free...
I had the priveliege to join one of those "pros" in a couple of events, and I can tell you that I recceed the events from start to finish as if I was a proper competitor, even if it was the 3rd time on that event... and many of the places were chosen by judging in advance how the car would behave...
while observing his work, I ofte3n tended to question his decisions on the photos he would take because of my "fan" aproach: we want all the photos to be what they call "action" photos... but I learned to understand why he makes those decisions and why other kind of photos are also needed...
I think you're being a little short sighted by a lack of knowledge of how they do their work and who they work for...
