The stage has 37 km. I doubt it's same for all stage ;) It was clear that rain is going to come so Loebs choice was logic, not any kind of magic.

Yes, I'm hearing an Argentinian radio and they are saying the rain stops and starts continuosly at the start and the end of the stage.
