He no longer has road position advantage he used to have, with more even situation the more experienced drivers with better cars are faster.

He yesterday told to Estonian media the brake pads are weak. He yesterday was able to change them on only one side.

Potentially yes, depends on nature of the roads.

I also forgot to mention that the driver who's gotta sweep the road clean will appreciate the repeated stages too.
