They're not the only option. It's true that GNR & Marshalls are very strict, though there are stages which are very long and you can find some zones without any of them. Moreover, the famous jump in Ourique (this year it's part of Almodovar) isn't a ZE but it's always plenty of spectators. These five years I've always watched the rally at some non-ZE places (two or three each year). I'll do it again this year. Of course, some hours spent on Google Earth and experience are needed.
On the other hand, you are almost always allowed to cross the road or walk on the track too. There are some places, for example Santana da Serra, where they allow to cross the stage between two cars. That's what I did it last year because I moved to Sambro on the first loop on Sunday.
